I think it's a modern token made as votive offering to the gods for good luck or to grant a wish. :thumbsup:

As for the writing, it almost looks like some kind of Hieroglyphics
or Sanscrit, but that's just a wag.

I find the arrows intriguing. The rim seems rather sharp to have
been sitting in Bellingham Bay (of all places) for too many years.

Were you scuba diving when you found it? (I know it didn't crawl
into a crab trap..8-) )

Tried to process the pics a bit to see if there were other markings
that might show up..didn't find any.

I think Dave has it. It's an ancient design that is still produced today? A prayer is said and it is thrown into the water.
