Hat badge. I'm guessing no earlier than WWII with that style of screw back. The WWI ones were less robust.

If it is gold in color it's an US Army officers service cap insignia, if it's silver in color it's an US Air Force officers service cap insignia.

Trying to nail down the period, see below the shield shape is different.

Edit: What's the size of it, officer and enlisted eagles are differnent sizes. O's have the bigger one, E's have the smaller one. The Army had/has a version that the eagle is placed on a solid disc. Then the AF and Army has the normal enlisted version that has a ring around the outside of the eagle.
