Please help with signature

Please help me identify this signature. I have exhausted my internet searching for this picture and trying to identify the artist. The last name is hard to make out. The first name is Julian. I'm guessing that this was done about 70 years ago or earlier. The only famous "Fritz" I could find was the father of Rin Tin Tin. The name "Fritz" is written in pencil in the lower left corner of the picture.

Just tidying up some blasts from the past (including some very ancient ones), largely for the benefit of anyone searching the site for information.

I’m sure that will be a print from an original colour pencil sketch. Here’s the same sketch, which was believed to be of “Chicago's first police dog”. It has some writing on the back referring to other police dogs and their handlers, and came from a dealer’s lot of authentic Chicago Police items. Unfortunately, the signature is not legible:

It does seem to be a police dog but, given the name “Fritz” and the information that the dog was on duty in the mid-1920s, it won’t be of Chicago’s first police dog, who was named “Shep” and died in 1905. Having said that, Shep was rescued by the Chicago Police from a fire in 1892, adopted as a mascot and installed himself as an unofficial companion on night beats before the formation of an official canine unit, so perhaps it’s still possible that Fritz was their first dog to be recruited and trained as such.
