It's very hard to understand. I cannot read it myself. Also I am very terrible at reading someones handwriting.

Judging by the architecture of the buildings, it has a German look to me. The signature on the back has characters that are not in our English alphabet; again, it appears to be German. The last characters on the top left could be a date with the month of the year written and the day being 27th and the year either 11 or 61.

That's the best I can do without closer and clearer photos.
