Do any of you guys have an app or program that will clear up this tag number. It is someone that has been giving my sister big problems and the police say they can't read it.

It is the rear plate. Ms only has to have rear plates. It looks like maybe ns174.
There are several detectives on this case. She has been stalked gang style for a good while now and no one can seem to get to the bottom of this. Before it is asked I will say she is not a doper of any kind. Very nice single mom.

is this a pic from a phone camera,it dosent look like anything else is out of focus,im thinking the plate
was altered maybe with some type of temporary covering,and that is against the law,you can be fined
you cant even have snow, mud, ect covering the plate. if you know someone with the latest adobe photo
or the suite at the link,that might help clear the pic up
