The tan part seems like hardened putty maybe....the claw part maybe hard plastic

It's a beer bottle cap typically used on glass bottles.
Still in production today.

Concur, it's a bottle cap, this example is used to seal a bottle of the nectar of the Gods:occasion14: As for the other thing.....:dontknow:???

yes indeed, i have burned a lot of those in my kiln, that's a cone for sure.
