Pittsburgh trolley or train part?

I need someone's detective skills here.....

I was detecting in a Pittsburgh park, almost downtown, which runs along an old, and still used, train track. There were also trolleys that ran through Pittsburgh.
I found this bent plate. It might have got hit by a lawnmower or who knows(?)
The plate has street names under each of the slot openings. Different ones on both sides. Down the side of each plate is also stamped 'S O & C 1174'. I tried to get some good pictures as well as one next to a tape measure so you can get an idea of the size.
Could this be off a trolley and have anything to do with the stops and streets? part of the controls? maybe a display? Could it be off a train?

I can't be at all too sure in saying what this item is. I do have a hunch though. This could be a flat piece of metal that was an indicator to let an old type bus driver or trolley motorman know what position the sign seen from the top front widow of a trolley or bus was reading and announce to the waiting passengers at the bus or trolley stop whats the next place that transit is headed for. I can only guess that some type of cog wheel would work in conjunction moving that tag in & out or up & down as the sign on the transit above the front window could rotate to the correct position shown on that tag indicator. I couldn't find anything online to verify this thought of mine and I would most likely need to see an old bus or trolley to be sure of my hunch, but at least I may keep your post up front and flush out some more contenders to take on the challenge in solving the mystery of your unkown item.

I seemed to think the same thing from when I cleaned it up. Either an indicator for the driver or for the passengers, and it alerted them somehow with those windows in the plate.
