I do not think it is. Most pipe tools are multi-bladed things with a scraper and tamper. Not sure what it is though

Cool whatever it is. I don't see a pipe cleaning tool here but perhaps part of something like a stereoscope. Good Luck.

The slots in the handle and the hand holding the flowers......... Just doesn't make sense.

Is the other side decorated too? -Just wondering if both sides were meant to be seen in whatever function this served.

Just a thought, maybe a one-of-a-kind piece made by a silversmith for his own use. Colonial pipes had long stems and when I googled colonial pipe tampers I saw a few with the tamper grasped in a fist, but they weren't long like yours.
