Apparently Pangburn's Chocolates used the work of famous pin-up artist Gil Elvgren on many of their boxes and promotions. I found a 2015 eBay listing for a similar poster and while the seller didn’t go so far as to attribute the work to Elvgren, they did give some good background info that indicated it could be Elvgren’s work.
