Pin? with the letters "MAN"?? (it's a junior G-MAN badge, thank you!)

This item was found in a old school yard, it is the size of a quarter. It looks like some kind of state or justice seal on the front with the letters MAN, I'm curious what the letters represent? Thanks in advance for any help on the item.
