Pin with pearls?

This came out of a 1850's house lot today. Its about 1.5" tall and about 1" wide. Any ideas?

Those crossed items on it look like scrolls. Might be some kind of journalism award? Monty

I'd like to say it's a decorative hair broach but can't tell for sure without seeing the back side of it.
