pin or brooch ?

I musta found pin this a few years back I found it in my trays of finds,( stuff that have dug up I am not sure what it is or why I keep it LOL ) figured I would share it ( my adicition is way beyond coins) What puzzles me is the back has a small clip And a bar that goes all the way across So not really a pin? mark looks like a 4 4 Thoughts?

After you said that it got me thinking I found this piece also never realizing it was part of it It had the same markings.
