Hmmm... WEST of the Mississippi River was NEW SPAIN; from New Orleans, LA, up to St. Louis, MO was French Territory, and St. Louis, MO was known as French UPPER LOUISIANA... SO! Capt. Beale & 29 men started from "FRENCH" territory in St. Louis, MO...? Prez TJ got Louisiana Territory from the FRENCH, prior to "BE" (Beale Expedition)... MANY expeditions sent out!
