It looks like a base plate to terret or pad hook.

I am pretty certain you have a piece to a civil war era shoulder scale assembly. On a set of brass shoulder scales there is a key that would hold them on that went through the last scale. What you found is what the key was sewn onto the uniform with. I will get some pictures posted later when I get back from digging.

I thought about that ,too, Mike, but initially it looked too heavy and thick for that. But after studying the photos a little closer, I agree with your ID. Nice call!
