Pewter or Lead Eagle Whatzit

Found this in a MA river today. Is pewter or lead. All I can make out is an old-style eagle. There is plenty of writing around it, but I can't make out the letters well enough to be useful. The other side is virtually blank, save some letters that could be "HIM" Does not appear to be a button Any coin/token mavens want to give it a try? Thanks for looking, Dan

I think it may be a lead seal like the ones shown here.

Many times images cannot be easily discernible even with the best of lighting or even with the use of a loop.

Might try to use a rubbing technique by employing a soft lead pencil, graphite or charcoal over onion skin or vellum paper. You would be surprised with the outcome. Then again....!
