I think that's a neat find, but I don't think it's a dog tag. The "Skip" part sounds like a pet's name, but the saying doesn't add up for a dog or cat. It's part of the saying "There, but for the grace of God, go I," which basically means don't look down on your fellow man because he has/knows less than you; consider yourself blessed by God if you're fortunate enough that your circumstances are better than someone else's.

Looks like a necklace part. Why someone would want to have that particular reminder on a piece of jewelry beats me, unless it was given to someone who was the "unfortunate one" to wear to remind others to watch their thoughts. Possibly someone severely mentally impaired, a child maybe, in which case it would be very appropriate and given with love. Just my thoughts.
