Pewter Cap?

I have another piece I need help with and I'm hoping you guys have seen one of these before. I found it in a yard among a number of late 18th century relics as well as a few from the 1850's.

The material is pewter and the odd exterior color seems to be due to the highly acidic soil (I found it directly under a large spruce tree). What has me intrigued is the starburst design on the top of the piece and the delicate loop on the side that's amazingly still intact. What do you guys think?
 

It reminds me of an old, simple powder horn cap for some reason, missing the little center ball.

I was thinking that too; I'll see if I can find any similar ones online.
