Pendelton, Oregon. Been There ?

I'm interested in any information about the area 8 miles west of Pendelton Oregon north along a small river that crosses the interstate. A fellow i talked to said he was there about five years ago panning for gold and claimed even a "completely incompetent idiot" could find lots of gold there. I'm strictly a recreational panner. I do have a small back pack sluice, but that's it. Anyone who can provide any information about access, restrictions or claims in that particular location would be of great help. I'm just starting the research for a trip out there, so any general information about gold panning in Oregon would be helpful as well, Thanks.
