Then again, the main symbol looks to be from the Elks ( B P O E ), it has the three chain links of the Odd Fellows, the hand shake was used by several organizations I think, tho top has a log and ax which could be Woodman of the World, and not sure of the other symbols. Maybe something showing unity of the Elks with other organizations?
Hopefully, some one that know more about will show up soon.

I found this in Trinidad Colorado. On my map from 1860 it shows a "Masonic Hall and Odd Fellows Hall" ! Maybe this may be a good lead.

I might add that it could be from a tie clip swag chain or such.not necessarily worn as pendant.
