Pendant?

Found this in a river bed this summer. It's Silver on top of copper plate about 2 1/4" x 1 1/2", appears to be a victorian lady with the initials J and B on either side and the number 10 underneath.
No markings on the back just flat copper plate. Anyone seen anything like it or is it just a random piece of folk art?

I think J & B Whiskey would be a good guesstimate. The J & B font of today is not like that one on the pendant, but perhaps it was different in the earlier days.

The only other J & B I can think of is the JB-10 Buzz Bomb from WWII, and what jeweler would make a pendant for that???

Of course, it could be a 10 yr. anniversary pendant made for someone with the initials J B. This would be my best thought. (BTW, it's not a Victorian lady though, the dress is too short, and the hair style is wrong.)

Sort of looks like Olive Oyl, you know, Popeye's girl. Especially the legs and shoes. Don't know how JB and 10 would apply to that. I think the skirt length is just right, without going back to the funny books.
