Peace Treaty Plaque?

My friend found this in an abandoned 1800s farmhouse in eastern Montana about 30 years ago. He hasn`t ever really made any attempts to find out what it is. First time I got to see it was a couple of days ago. I don`t know much about this type of stuff as I do mostly WWII German Militaria,but I told him I thought it might be a commemorative peace treaty plaque that may have been or was meant to be placed on a memorial. It is 5 inches long,3 inches wide, weighs about 2 pounds and is made of brass or bronze.

how about fraternal organizations or advertising? weird that the back is flat, how would it attach?

If it was intended for use on a monument or something like that, then it would be set into the concrete or mortar. I have seen old historical monuments that were constructed of rocks and concrete with plaques set into them in such a mannner. This thing was buried in the earth for a long time, and was face up when found. I think that is why the back is in better shape than the front. Too bad any lettering on the banner, if there ever was any, is gone.
