PBK: HELP! Do you think this is a Perfume bottle?

Okay! I give up. What is it. I have a pic with it together and apart. It is about the size of a lighter. When I open it up there is just a small space to put anything in it. The white material is really stange.

To me it looks like a home made mold. For what? No clue!
