The item looks like brass, but the clip looks like stainless steel.

It looks like the top of it was attached to a chain of some sort. The broken end came around to the outside of the stainless piece and formed a clip. Kind of like on the end of a small dog lease. Maybe!!

I tend to agree... and that square opening held a flip-type locking piece... man, that thing looks familiar...

I'll do more searching when I get more time.

Looks like it operates as a quick-release of some kind. Not sure for what, due to it's small size....

The top knob is solid. Puts me in mind of a knob on an old pocket watch.
