Part of an unusual iron tag

Posting this for a friend. Was dug in the SC Lowcountry a while back in an area that produced some SC buttons. The missing part could never be located. The back is blank (no back pictures) It broke across where there had been a name. There is a 59 at the bottom. If it wasn't for the word "watch" I would be inclined to think it is a baggage tag. Watch FOB? No clue. Posting here as a long shot that someone recognizes what this went to.

Note: After I posted this my friend advised that although this item looks like it is rusty iron it is actually brass that got that appearance since it was a water find. Please disregard my title.

Why would you need the word 'watch' on a watch fob?

I'm guessing it is an animal tag with a family name. There are a number of "Watch" names in the South Carolina census records going back to the 1850's.
