Part of an Astrolabe?

OK fellas, I haven't been stumped in years but this one has made me reset my password and log in for the first time in a while.

This "mechanism" is made of brass and coated thinly with silver or silver in color. It has words of possibly "Johnson" and TUMWA LA. Or ZA. There is a small screw that interrupts the lettering so this is not 100%.

As you can see, it has a few movable arms, sliding mechanism, etc. A clock piece is the first obvious thought but I have Googled the Web relentlessly with nothing similar.

Was found in vicinity of an old hand dug well site. A few other homesite artifacts have been located.

That looks like a sewing machine ruffler presser foot. Makes ruffles like in curtains.

Well, you are correct Sir! I couldn't find one exactly like it at first but it is a Johnston Ruffler Co. Ottumwa, Iowa Tuck Marker! Late 1800's.
Case closed!
