Part of a Watch...maybe???

I found this today. It seems to be made of copper. It appears to have the letters N S W and E, like that of a compass. Its pretty rough, can't tell if its actually a watch or what?? Any help!!

watch or compass thinggy... many watches have the N S E W on the dials...
