More information....

The brass part is hollow. There is also a hole opposite the pointed end. The pointed end, does pull out for some reason....Looks like it could be an old fountain pen...

Well...a pipe stem sounds good, but the pointed end of it is not hollow...

I think DFXScout nailed it.
Here is a picture of a modern thermal couple. I think this is what you have, only older and the lead rusted off.
Might be wrong, but my guess.

sounds about right. look for remains of wire on "pointed" end.

I say it is a handle to a small detail brush and the horse hair bristles are all gone. Or it could be a handle for a shaving brush or make-up brush. Is there any hair remnants under the metal coller?

any idea what the green "handle is made of?
Looks like copper w/ patina ?
I'm heading towards a razor handle
does it unscrew?

It may unscrew, but it is not obvious if it does. The handle is hollow. The end of it has a hole in it. I can pull the pointed end out of the handle and look completely through it. I think the handle is brass, but not sure..

Thermocouples I've seen are pretty much solid except enough opening for a wire to insert. Maybe older ones were hollow.....dont know.

what is the green patina handle made of?
its to decorative to be a sensor
