The Kuwait Liberation Medal is what i would say also, it was given out to Coalition forces during Desert Storm for service between the dates of January 17, 1991 and February 28, 1991.

In regards to the size they make mini medals that are worn on mess dress and other semi formal occasions. the dont mount by a pin on the back but they mount on a regular ribbon rack and just hang out and dangle. The minis are scaled to exactly on half the size of the full size.
