PA Coal token?

I think P. C. CO. is a PA Coal Co token (3 cents?), but haven't been able to find it on the internet. It is very plain and there is nothing on the back side. Anyone know anything about it?

How do you know it's 3 Cents ?

I see 3 But not Cents.

But yes I'd guess most likely coal token

there is no hole or I'd think Miner tag or tool tag
