Yup .The two pieces go together to form a single snaffle type bit.

Definitely parts of a horse-harness snaffle bit. Used by nearly everybody who owned a horse, both military and civilian, thus unfortunately nearly impossible to narrowly time-date. See photos below. One shows a civil war era snaffle bit marked Allegheny Arsenal, and the other shows a modern-made one, for sale on Ebay.
