owl buckle or something??

FOund this in a rock pile today with a bunch of shoe leather and some porcelain shards, a couple of shoehorns, and some utensils. This item I pulled out first but since finding the variuos shoe related items, I am wondering if it is some kind of shoe buckle or something that has to do with shoes.

Anyone have any ideas

Help me PBK Kenobi.....you (and others on this forum) are my only hope.
