Are the two end pieces broken? Can they swivel 45 degrees, as though to hold a shaft?
If yes, then I think you have the frame of a 'spinner' fob seal or charm.

Google "spinner fob" and look at the images for some examples. They are a type of watch fob.

Not convinced. It is on the large side for a spinner fob. Also needs to have 3 holes in it. Does it? What is the metal? Looks like spelter to me?
