I dug up this item yesterday in a park. The Hook is kind of unusual.
Sort of like small devil's horn

Is there's a sorta sharp edge somewhere in the "throat" of the hook?
If so I think it may be a string/twine cutter, I have seen one that is similar in an old hardware store where they sell string off spools, they measure out however much string you need and cut the string in the throat of the hook, I would think a similar device would of been used in old butcher shops, they would wrap the meat in butcher paper and then tie with string.

Thanks guys,, the piece is made of brass. The "Horn" is mounted on a fairly thin plate that has 3 screw holes. Because it is made of brass, I don't think it would be used as a window lock. The horn doesn't have any sharp edges or any slots that a cutting blade could be mounted too.
After your suggestions, I started to lean towards cabinet catch, similar to one on a door to a closet I have in my apartment.

pretty sure it is one half of a cabinet latch.probably a liquor cabinet as the devil horn fits with the Devil made me do it:laughing7:
