The ruler is in millimeters & here is reverse scan, looks like lotsa scratches..

Is thre opposite side really really *really* smooth? If so, it's a Japanese or Chinese hand mirror. My MIL used to have one. Evidently the opposite side was layered with silver and privided a rather meager reflection, but one that the user could see. It's either an antique OR it's a tourist repro.
