there will be no rule making as the permit is already certified until 2020
BUT they will be doing rule making in the application that you would have no say, but have to agree to.
this is just for non-ESH streams like behind a dam or waterfall, there will be DSL rule making soon.
my feeling is we need legislation or push DEQ/EPA for Grandfathering of previously mined streams.
