What is the date and time of day on the photo?
The lack of large trucks and no "big top" lead me to believe it is a volunteer fire company carnival.
Will you tell where it is? Someone with access to one of those historic newspaper sites could probably find a reference.
Either way, if it is still an open field, it is worth swinging over it.

July 3, 1959 was a Friday (and I was 3 months old). I'm still thinking this is a fire company canrnival set up. The pic may be from early in the morning. You should be able to get some idea of time from the shaows and the east/west orientation of the site.

I'm guessing it wasn't a very productive hunt...
Curiously, I live in Herndon, VA - Named for Captain Herndon of the S.S. Central America who went down with his ship off the coast of North Carolina in 1857 along with a HUGE shipment of gold from San Francisco. It was found in 1987. I'm sure you know the story...
