The top one reminds me of my old metal wheeled roller skates from the 70's, hard to tell lol

The second item resembles a floral frog with the spikes broken off.

Floral frogs were used to anchor floral arrangements.

I don't think the first one's a cleat, those are rivets, I can't help thinking I've seen something similar to it somewhere, but for the life of me I can't think of where.

Yes I agree brass rivets. It looks familiar. It may have been riveted to leather.

Can we see a picture of the item laying flat, looking straight down, to see the shape of the opening??
