It probably don't have a purpose, and was made out of boredom. It could be anywhere from 50 to 200 years old. But I'm thinkings it it civil war era camp art or picket post boredom art. Three lead sheets were fold in such a way that two pieces fit inside a sleeve. Then after it was assembled...they drilled a hole thru its center. If only it could talk.

almost looks like banjo picks, are the smaller ends where hole is worn down?
 

It's somewhat thinner, but I don't think they would have made good picks. Kinda heavy to carry around in the lead "pouch" too.
 

I believe it is a fishing sinker, I have seen mini balls sinkers that looked like that.
