North American projectile points change over time and by region. There are lots of ID guides you can buy to help you out, notably the overstreet guide to indian arrowheads. Generally, though, points with a stem tend to date from the archaic period (8000BC-2000BC).
Generally, points are named after the sites from which they were first recognized as a unique style. Stark points were first identified at a New England site called the Stark Site.
