One for the PBK'ster! Patent Dates included - SOLVED

OK PBK....Montana Jim....Gypsey....and others................

Dig deep into your Patent Books and see if you can find out what the world this thing is. I can make out this much:

Sampson Brass Plugs
Pat . Apr . 19 . 98 . Sep . 5 . 99

I am assuming it means, Patened April 19th, 1898 to September 5th, 1899. I have googled the phrase Sampson Brass Plugs (assuming it is plugs) and it takes me to a site that has information on bicycles....the SBP seeming to be something to do with a plug or something for a wheel. Help me out folks. This thing could almost BE a penny. It has the look, and feel and the size is just about right. There is a very small hole in the center.
