✅ SOLVED Old Yard Find - Shaped Like A Shoe Heel

Hello again...don't know what to make of this one, it measures approx. 2" tall and wide, is heavy and has these 3 shapes inside that pivot from a common point on the underside. Thanks in advance for any help!
