Old tap or spigot?

I found this on an old homesite dating back to about 1950. I originally thought it was an old water spigot, but upon inspecting it further, my dad and I suspect it's an old tap or perhaps a spout for an oil barrel. The back flange has 2 holes that looks like it would attach by screws to something, and the inside of the back is the threaded. The handle on the top spins freely, though I'm not sure it was meant to originally. I looks like it either presses down or lifts up to allow flow.

Any positive IDs?

That's a pretty high top, it looks like it delivers a measured dose. Can you take it apart and show the inside? Could be for the different syrups to make flavored seltzer water. Can't remember the name of the drinks... lol basically carbonated water and syrup of different flavors.
