That chunk of wood there has the grain of teak, and is worn like teak as well. It also appears to have wooden dowels to match. That type of wood is important in the marine industry because it resists rot and is easily maintained.
It's a tough call but I would say it could perhaps go in the rigging. There's very little to go on beside the dowels.
