Old Sash?

I was wondering if this is a sash or something else? Its 36" long and the bottom of it is 1' x 1'. It looks to be hand sewn. Any info would appreciated. Thanks

This would fit over a horses head but, the blue part is off center so it wouldn't be straight on the horses neck. It looks like it went on a persons shoulder but, i dunno. Thanks for the response.

Red wool, white cotton(?), brown or faded black polished cotton. Metallic fringe in bad shape.

I'm thinkin' parade, flowing white dress, this over one shoulder with blue in front. Some 4th of July relic.

Guessing late 19th/early 20th century. Notice the blue has faded but the red has not. Possibly a mix of natural dyes (blue) and aniline dyes (red, colorfast).
