I could be wrong but it appears to be the base (starting) weight from a Animal Feed Store or Agricultural Supply Store (i.e. Farm Cooperative and others). It is missing the hanging rod that attached it to the scale arm and all additional weights hang on it as well as it broke off. See the pic below.
