Kind of looks like a CO2 cartridge.
That's rusty steel (iron), rifle cartridges are made of brass.

Ok, don't laugh, but: What's a CO2 cartridge?

They have several uses but, they are commonly used in pellet guns.

Could be a Whippet cartridge too. They are more fun being filled with nitrous oxide (laughing gas) than CO2 ones.
