Old puter buckle found at cellar hole

I found this puter buckle on my first hunt at my new site. The only thing I know is that it's pretty old. Can anyone tell from the style or construction how old or what it was for? Thanks in advance for any responses

Looks pretty tiny for a belt buckle. If one of those Indians would fit through the loop, it would just barely. Any evidence of a pin for the belt hole?
