That is a very common format for token manufacturers to make.
The Eagle and Stars with the words No Cash Value.
The name of the business, (Penny Arcade), etc could be added
after the initial order was placed.
The first time I dug up one of these tokens, I saw the Eagle and
Stars, (in the hole), looking up at me. It almost gave me a heart attack.
I thought I had come across some kind of Colonial Coin,, lol

What do you consider old? I believe this is from the late 70's through the late 80's.
