The frame is 31 1/2 inches across
& close to 25 1/2 inches tall
possibly LE PORT D'AUDIERNE FRANCE?

I think the artist is Wilmer Siegfried Richter (American, 1891-1993). Go to Artconversation forum - they might be able to help you more.

Just tidying up some blasts from the past (including some very ancient ones), largely for the benefit of anyone searching the site for information.

I don’t know what the scene is, and it may well be Audierne harbour in Brittany, France. Nevertheless, the signature “W. Richter” is for the German artist Walter Richter (1913-1989), not the American artist Wilmer Siegfried Richter. I’m sure this is a print simulated as an oil painting, not an actual painting.
