Old Medal of French Origin

Hey guys, I have this medal that was in a box that belonged to my late great uncle. It has four bust reliefs that say Louis Rex France, and one bust relief in the middle that looks like it may have said Napoleon but it is very worn. I have looked for another type of medal like this but cannot find anything related to it. Can anyone give me an idea what this medal is? Thanks!

It looks cast, and the details are nowhere near as crisp as I would expect on a military medal. Having said that I really don't know what it is either, but I would expect more decorative than anything else

It seems to be made of a single cast. The obverse is not solid but concave in design. The smaller round things look like coins but they are cast into the medal as one solid piece. I don't even know how old it may be or anything. I found this in a box belonging to my late great uncle who was a WWII veteran of the Pacific Theater and fought in the Islands Campaigns and at Luzon. His brother was in WWI but I only know of one location he was deployed, being along the Rhine River in Germany around 1918. Could it be something from that era?
